Why In China, the local officials rolling out Covid-19 measures, like those in Shanghai

The stakes are high for the leader — China’s most powerful in decades — as he has placed his personal stamp firmly on the “dynamic zero-Covid” objective driving these unbending measures, where even a small number of cases can spark sweeping disease controls.
“We need to overcome paralysis in the face of risk, war-weariness, leaving things to chance and becoming relaxed,” state media reported Xi saying Wednesday, calling on the nation to “strictly implement normalized prevention and control measures.”
In China, the local officials rolling out Covid-19 measures, like those in Shanghai, typically get blamed for mismanagement when there are problems — a more acceptable target than the central government and its policies, in the country’s tightly controlled political environment. And it’s not expected that a Covid crisis will imperil Xi’s likely third term.
In Shanghai, the epicenter of the country’s latest outbreak, scenes once unimaginable for the hyper-modern financial capital have become part of the daily struggle for 25 million people. There, residents forbidden to leave the confines of their apartments or housing blocks for weeks have been desperate for food and freedom — some seen in social media clips screaming out of their windows in frustration or clashing with hazmat-clad workers.
Even after the release of a tentative plan Monday for the partial relaxation of measures, there appears to be no end in sight.
But as the outbreak enters a critical phase — with some cities already under lockdown for weeks and a top national health official warning Tuesday that Shanghai’s outbreak had “not been effectively contained” — China’s ruling Communist Party and its leader will have to grapple with the economic fallout and the growing possibility that, like the virus, anger against the government seen in Shanghai could spread.

Nation disrupted

Xi has ordered local officials to do all they can to stop the virus, while also minimizing the “impact on economic and social development” — an order that, counter-intuitively, is expected to push local officials to clamp down with harsh measures at the sign of a few cases, or even preemptively, in the wake of the crisis in Shanghai.
“Shanghai officials were trying to thread this needle they’ve been asked to thread, which is, ‘let’s maintain zero-Covid, while also not disrupting anybody’s life.’ They focused a little bit more on the ‘not disrupting people’s lives’ (side). And they failed,” said Trey McArver, partner and co-founder at the China policy research group Trivium.
“The lesson that everybody’s going to learn is that, actually, you really have to focus on the zero-Covid part,” he said.
As of Tuesday, health authorities said more than 320,000 local Covid-19 cases had been reported across 31 provinces, including those in Shanghai, since March 1.

Already dozens of cities have some form of lockdown, even though the vast majority of those total cases have been found in Shanghai and the northeastern province of Jilin. Getting supplies across the country has become a steep challenge, with some expressways closed, and truck drivers ensnared in quarantine or at thousands of highway health checkpoints.
Some cities have discouraged their residents from leaving, like the major southern port of Guangzhou, which requires its 18 million people to show a negative Covid test if they want to get out.
“You could basically say the whole country now is like a large number of isolated islands,” said Yanzhong Huang, a senior fellow for global health at the Council on Foreign Relations.
The situation has spurred various ministries in Beijing into action, with a National Development and Reform Commission official pledging Tuesday to “actively coordinate with local governments” and “employ big data” to ensure essentials get delivered.

However, the injuries he suffered earlier in the race appear to be taking their toll with Maassen even suggesting that Roglic had actually played down the seriousness of his condition.
“Yeah, I think so,” he said. “Because every time when he came into the bus, you saw him suffering a lot and that was not nice to see a big champion like that entering the bus after the stage.
“And also yesterday in the start, you saw Primoz was dropped in a group, and I thought he was maybe taking a bit easy. But he told me afterwards that he was really dropped and not feeling great and all day suffering and suffering a lot.
Asked if Roglic would be ready to take part at the Vuelta a Espana in August, Maassen was non-committal.
“Normally, yes, but it’s too early to make this decision now. First, he has to recover and then we make a new plan with him.”

The perennial favorites have been in excellent form as usual having thrashed South Korea 5-1 this month before Neymar’s penalty secured a 1-0 win over Japan. But with Argentina having gained the upper hand over Tite’s side in recent meetings, including in the Copa América final at the Maracanã last year, will Brazil be able to turn the tables and end their 20-year wait for a sixth World Cup win?

3) Spain

Luis Enrique’s side steadily improved in the Nations League, drawing with Portugal and the Czech Republic before beating Switzerland and the Czechs to take control of their group. The lack of a top-class striker is the main issue for the 2010 winners but the potential of the new generation led by Pedri and Gavi is clear.

4) The Netherlands

The eye-catching 4-1 win over Belgium in Brussels will have raised expectations among Oranje supporters as they prepare for their first World Cup since 2014. Louis van Gaal, who led them to the semi-finals in Brazil that year, is back and will fancy his chances of a similar run with a youthful side that got the better of Wales with stoppage-time winners twice in the space of seven days.

5) Germany

Battered and broken last summer, Germany quickly discovered a clear identity under Hansi Flick. The transition between generations is being cleverly managed and they are producing the kind of slick football that largely went missing at Euro 2020. Tuesday’s demolition of Italy suggested things are coming together after a run of draws and, as the adage goes, they cannot be written off.

6) France

Two home defeats and two away draws were not the June results France wanted. The world champions are struggling to convince despite the depth of talent at their disposal; there is a reliance on Karim Benzema and Kylian Mbappé for goals and the hangover from last summer’s Euro 2020 exit to Switzerland has not properly cleared. Something needs to click in Qatar.

7) Denmark

Although the emotion of Christian Eriksen’s collapse and recovery undoubtedly helped fuel their run to the Euro 2020 semi-finals, Denmark has proved without a doubt that they are among the world’s top international teams. They stormed through the qualifiers, recently won away against Group D opponents France and, best of all, Eriksen is pulling the strings once again. A good bet to go far.

8) Belgium

An embarrassing 4-1 home defeat to the Netherlands this month laid bare an uncomfortable truth: that Belgium’s golden generation may have had their time. Given they responded with a six-goal demolition of Poland it would be premature to write the obituaries but an aging defense and spluttery attack do not feel, at this point, like potential winners in Qatar.

9) Portugal

A star-studded squad has struggled to reach its potential since winning Euro 2016. Defeat by Switzerland last week was their first in the Nations League and after the disappointing last-16 exit to Uruguay in Russia, Fernando Santos and Cristiano Ronaldo will be keen to make amends in what could be the last major international tournament for both.

10) England

As a disbelieving Gareth Southgate observed after the 4-0 home defeat to Hungary, the mood around those watching England has turned within a mere 11 days. There was already unease after a narrow loss in Budapest and unremarkable draws against Germany and Italy; that turned to outright revolt at Molineux and it is no way to set a tone five months out from Qatar. England remains favored to reach the latter stages but a previously serene ship has begun listing dangerously.

11) Senegal

After winning the Africa Cup of Nations and squeaking past Egypt again to earn their spot, Senegal is on a high. They were unlucky to exit the group stage on the fair play tiebreaker in 2018 but will feel confident of a knockout spot this time. Aliou Cissé has them superbly-drilled but questions about creativity remain and they will hope Sadio Mané settles at Bayern Munich if that move goes through.

12) Uruguay

Luis Suárez and Edinson Cavani may be waning but the rise of Darwin Núñez is perfectly timed for Uruguay, who have a habit of showcasing gladiatorial strikers at World Cups. Diego Alonso’s appointment has revitalized La Celeste, who wobbled badly towards the end of Óscar Tabárez’s 15-year reign; they have won six games and drawn another this year, rarely concede, and look ready to compete fiercely once again.

13) Croatia

They had dipped since 2018 but set a marker this month with eye-catching wins in Denmark and France. Such is the quality available to Zlatko Dalic that his canny, technically excellent side will always have a chance of going far; the issue is that so much still hinges on players like Luka Modric, 36, and the 33-year-old Ivan Perisic. The heroes from a remarkable generation may be running on fumes in Qatar.

14) Switzerland

Last summer the Swiss showed they can be better than last-16 makeweights. They have been inconsistent since under their new coach Murat Yakin but Sunday’s win against Portugal reiterated that an experienced side will be formidable opponents when functioning fully. A tricky group-stage draw, pitting them against Brazil and Serbia, means they will need to hit the ground running in Qatar.

15) Serbia

A team that tends to arrive at tournaments high on promise but ends up short on delivery. It could be different this time: Dusan Tadic is better than ever at 33 and, if he picks opponents’ locks, Dusan Vlahovic leads a set of exciting center-forward options. Sergej Milinkovic-Savic is now in his prime and an impressive win in Sweden suggests a once-brittle side may have toughened up.

16) Canada

A little-known quantity at this level having previously qualified in 1986, Canada will fancy letting their clutch of top-class talent loose on aging Belgium and Croatia sides in Qatar. Alphonso Davies, Jonathan David, and Cyle Larin are capable of troubling anyone. A dispute about prize money has caused ructions this month and John Herdman, their excellent English manager, will hope distractions are kept to a minimum.

17) Wales

The Welsh qualified for their first World Cup since 1958 amid a now-familiar cocktail of emotion and high spirits. Now they must ensure their quality players, particularly Gareth Bale, are receiving regular club minutes at a decent level in the runup-to Qatar. A tight-knit, highly motivated squad has become accustomed to eking out results against elite opposition and will feel a knockout spot is there for the taking.

18) Poland

Poland tends to be thrown in among the dark horses but recent results, which include a thrashing by Belgium and a creditable draw in Rotterdam, suggest it is hard to know which side will turn up. They did well to beat Sweden in the playoffs and troubled England twice but much, as always, hangs on Robert Lewandowski. At almost 34 the captain remarkably gets better with age but could do with sorting out his club situation quickly.

19) Mexico

A comprehensive 3-0 defeat by Uruguay in a recent friendly was an example of how El Tri has struggled in recent months despite qualifying for their 17th World Cup with relative ease. Gerardo Martino’s side did beat Nigeria late last month but was held to a 1-1 draw by Jamaica in the Concacaf Nations League on Tuesday.

20) The USA

Grateful for an injury-time equalizer against El Salvador in their Nations League match on Tuesday night, Gregg Berhalter will have been encouraged by the performances in beating Morocco 3-0 at the start of the month and then drawing with Uruguay. The USA coach has some big calls to make before naming his squad, notably in the attack.

21) Morocco

Vahid Halilhodzic’s position is under growing pressure despite two victories in Morocco’s Africa Cup of Nations qualifiers against South Africa and Liberia. The coach’s decision to exclude high-profile players such as Chelsea’s Hakim Ziyech has not been popular with supporters and the Bosnian could, for the second time, find himself out of a job after qualifying for the World Cup, having experienced the same fate with Ivory Coast in 2010.

22) Cameroon

The Indomitable Lions have played only once in this international break because of the cancellation of their fixtures against Kenya: a 1-0 win in Burundi in their Afcon qualifier. The new coach, Rigobert Song, a veteran of four World Cups as a player, has a chance of guiding a talented squad into the knockout stages, which Cameroon has not reached since 1990.

23) Iran

Optimism is not especially high that Iran, which will face England and Wales, is on track to cause a stir. They topped their qualifying group by seeing off the lesser sides, losing to South Korea, and looking more solid than spectacular under Dragan Skocic. A friendly defeat by Algeria was underwhelming; they do, though, have dangerous forwards in Sardar Azmoun and Mehdi Taremi if opponents doze off.

24) Tunisia

The Carthage Eagles have not conceded a goal in six matches since being knocked out of the Africa Cup of Nations in January and they swept aside Japan impressively on Tuesday to win the Kirin Cup in Osaka. But they will need to be at their very best to trouble France and Denmark in Group D having never made it past the group stages in five previous appearances at the World Cup.

25) Japan

The surprise 3-0 defeat by Tunisia in Tuesday’s Kirin Cup final was a worrying sign for the Blue Samurai after a run of eight wins from their previous 10 matches. But Hajime Moriyasu’s side showed what they are capable of in last week’s impressive 4-1 win over Ghana and the narrow loss to Brazil.

26) Ecuador

Unbeaten in this month’s friendlies having reached their fourth World Cup, Ecuador was relieved to hear that Fifa had dismissed claims by Chile that they had fielded an ineligible player in the qualifiers. “We celebrate it more because we felt humiliated,” said the federation president, Francisco Egas. “We felt trampled by the great media campaign from the Chilean federation.”

27) Ghana

Black Stars supporters will be salivating over the prospect of gaining revenge over Uruguay in their World Cup group after the bad memories of the 2010 quarter-final. But the heavy defeat by Japan last week was a reminder that Ghana has their work cut out to make it into the last 16 in Qatar despite their heroics in beating Nigeria to qualification.

28) South Korea

A mixed bag of results from recent friendlies that included a 5-1 thrashing by Brazil before they beat 10-man Chile and drew with Paraguay. Not fancied by most to progress through a difficult-looking group that contains Portugal, Uruguay, and Ghana but with Son Heung-min on their side, don’t put it past them.

29) Costa Rica

Los Ticos’s priceless third-minute goal in the playoff against New Zealand from the former Arsenal forward Joel Campbell was enough to secure their place in Qatar after missing out to the US on goal difference during qualifying. A traditionally miserly defense that has helped Costa Rica win nine of 10 matches since last November will have its hands full trying to contain Germany and Spain in Group E, however.

30) Qatar

Given the resources piled into preparing Qatar’s national team, expectations – such as they are in a country with scant football culture – should be relatively high. They will hope guest appearances at the 2019 Copa América and last year’s Concacaf Gold Cup, along with various prestige friendlies around the globe, were not for nothing. Given they won the Asian Cup three years ago Félix Sánchez’s side should not be written off but they have a difficult draw.

31) Australia

Showed great fortitude to come through playoffs against the United Arab Emirates and Peru, beating the South American side thanks to an inspired performance from the substitute goalkeeper Andrew Redmayne in the penalty shootout. The coach, Graham Arnold, will hope they can maintain that momentum after a disappointing qualification campaign that saw the Socceroos struggled for consistency.

32) Saudi Arabia

Two 1-0 defeats by Colombia and Venezuela this month will not inspire much confidence as Saudi Arabia prepares to face the might of Argentina in their opening match. The coach, Hervé Renard, has committed his future until 2027 but the Afcon winner with Zambia and Ivory Coast will know his team is in for a tough campaign with Poland and Mexico completing Group C.

How to watch the Jan. 6 committee hearings and what to watch for

After 11 months and more than 1,000 interviews, the House committee investigating the Jan. 6, 2021, attack on the U.S. Capitol by a pro-Trump mob is ready to share what it knows.

It will do that in public hearings, some in prime time, throughout this month. The first will be held this week. Here’s what to know about the hearings.

When are the hearings’ dates and times?

The first hearing will start Thursday, June 9, at 8 p.m. Eastern. The second will be held Monday, June 13th, at 10 a.m. Eastern. There is also a hearing Wednesday, June 15th at 10 a.m. Eastern, and there could be even more that week. The committee hasn’t announced a formal schedule for the rest, but there could be as many as eight in total through June, with a final hearing in September — right before the November midterm elections.

How to watch the hearings

The committee usually live-streams its hearings, and most major TV news stations will be airing at least Thursday’s hours-long hearings in full: ABC, NBC, CBS, MSNBC and CNN plan to. Fox News is the only major news network to decide not to, instead saying it will continue with its regular, primetime coverage and talk about the hearings “as warranted.”

Who might testify

Each hearing will have a theme. On Thursday, lawmakers are planning to introduce the public to what they’ve been up to for the past 11 months since Democrats in Congress voted to set up the investigatory committee. Only two Republicans, Reps. Liz Cheney (Wyo.) and Adam Kinzinger (Ill.) sit on it, and there are no Trump allies on the committee. They will make an opening statement that offers an overview of the Jan. 6 events.

Investigators have not gotten many close Trump allies or top Republican members of Congress to testify. So they plan to call in staffers to some of the top players, like aides to former vice president Mike Pence, or former White House chief of staff Mark Meadows. And they plan to play videos of their previous interviews with Ivanka Trump and Jared Kushner, report The Post’s Jacqueline Alemany, Josh Dawsey and Amy Gardner.

The New York Times reports that on Thursday, a Capitol police officer who was injured in the attack and a documentarian who interviewed the Proud Boys will provide testimony as some of the panel’s first public witnesses. This comes after the current and former leaders of the Proud Boys were charged with seditious conspiracy, for allegedly planning the attack on the Capitol.

Other hearings could focus on what Trump did (or didn’t do) on Jan. 6; how he and his allies tried to dismantle the electoral process in the weeks after Election Day, to keep him in power; how disinformation spreads; and policy recommendations to prevent such an attack from happening again.

What to watch for

The committee plans to detail their findings of what they say was a months-long Republican conspiracy to overthrow Joe Biden’s legitimate election victory, led by President Donald Trump. The committee could even conclude that Trump committed a crime by intentionally trying to stop Congress’s certification of Biden’s win on Jan. 6, 2021. But Congress’s power is limited; ultimately, the Justice Department would have to decide whether to prosecute.

Another question the committee must grapple with: how to make the public care about the intricate details of an attack that’s more than a year old. In an interview with CBS that aired this weekend, Cheney, the top Republican on the committee, tried to spin things forward, saying that Trump has expressed no remorse for what happened — and that that’s worrisome for the next election.

“We are, in fact, in a situation where he continues to use even more extreme language, frankly, than the language that caused the attack,” she added. “And so, people must pay attention. People must watch, and they must understand how easily our democratic system can unravel if we don’t defend it.”

U.S. Capitol Police Officer Caroline Edwards, who was injured by rioters storming the Capitol grounds, offered vivid testimony at Thursday’s hearing, recalling the violent scene she saw: “It was carnage, it was chaos,” and one that she and other officers were not trained for. “That day it was just hours and hours of hand-to-hand combat,” she said.

In opening statements, committee members have put former President Donald Trump squarely at the center of a conspiracy over election fraud that led to the deadly riot that day.

Trump earlier that day “spurred a mob of domestic enemies of the constitution” to march to the Capitol and “subvert American democracy,” said Rep. Bennie Thompson, the panel’s top Democrat. “January 6 was the culmination of an attempted coup.”

BTS’ J-Hope Added as Lollapalooza Headliner

J-Hope of BTS has been added as a headliner for this year’s Lollapalooza festival, taking place in Chicago’s Grant Park on July 28-31. J-Hope will close out the festival on Sunday, July 31, making history as the first South Korean artist to headline the main stage at a major U.S. music festival.

Lollapalooza also announced that K-pop group Tomorrow x Together has been added to the lineup on Saturday, July 30, marking their U.S. festival debut.

“I’m happy to welcome J-Hope and Tomorrow x Together into the Lollapalooza family,” said Lollapalooza founder, Perry Farrell, in a statement. “These artists have been given great gifts in communication. Their global audience speak different languages but possess an intense passion for their music. Lolla is the place where all music genres live in harmony. These are the superstars of the global phenomenon of K-Pop, and we are so excited to have them at this year’s festival.”

J-Hope joins a stacked bill alongside co-headliners Metallica, Dua Lipa, J. his is a very serious and deep question,” says RM, the 26-year-old leader of the world’s biggest band. He pauses to think. We’re talking about utopian and dystopian futures, about how the boundary-smashing, hegemony-overturning global success of his group, the wildly talented seven-member South Korean juggernaut BTS, feels like a glimpse of a new and better world, of an interconnected 21st century actually living up to its promise.

BTS’ downright magical levels of charisma, their genre-defying, sleek-but-personal music, even their casually nontoxic, skin-care-intensive brand of masculinity — every bit of it feels like a visitation from some brighter, more hopeful timeline. What RM is currently pondering, however, is how all of it contrasts with a darker landscape all around them, particularly the horrifying recent wave of anti-Asian violence and discrimination across a global diaspora.

“We are outliers,” says RM, “and we came into the American music market and enjoyed this incredible success.” In 2020, seven years into their career, BTS’ first English-language single, the irresistible “Dynamite,” hit Number One, an achievement so singular it prompted a congratulatory statement from South Korea’s president, Moon Jae-in. The nation has long been deeply invested in its outsize cultural success beyond its borders, known as the Korean Wave.

“Now, of course, there is no utopia,” RM continues. “There’s a light side; there’s always going to be a dark side. The way we think is that everything that we do, and our existence itself, is contributing to the hope for leaving this xenophobia, these negative things, behind. It’s our hope, too, that people in the minority will draw some energy and strength from our existence. Yes, there’s xenophobia, but there are also a lot of people who are very accepting. . . . The fact that we have faced success in the United States is very meaningful in and of itself.”

At the moment, RM is in an acoustically treated room at his label’s headquarters in Seoul, wearing a white medical mask to protect a nearby translator, a black bucket hat, and a black hoodie from the Los Angeles luxury label Fear of God. As RM has had to explain too many times on U.S. talk shows, he taught himself his fluent English via bingeing Friends DVDs. Still, he makes understandable use of the interpreter when the conversation gets complex.

RM is a fan of complexity. He was on a path toward an elite university education before a love of hip-hop, first sparked by a Korean group, Epik High, detoured him into superstardom. Bang Si-hyuk, the cerebral, intense-yet-avuncular mogul-producer who founded BTS’ record company, Big Hit Entertainment (now HYBE), signed RM first, in 2010, and gradually formed BTS around the rapper’s talent and magnetism. “When I first met RM,” says Bang, “I felt a sense of duty that I must help him grow to become a great artist after acknowledging his musical talents and ways of thinking.”

When BTS debuted in 2013, Big Hit was an underdog startup in a South Korean music business then dominated by three huge firms (Bang had been a producer for one of them, JYP). Now, thanks to BTS’ success, HYBE is a publicly-traded corporation so large it just snapped up the American management company behind Justin Bieber and Ariana Grande. “We always set goals and standards that may seem ideal, and try our best to get there as close as possible,” Bang says. “It’s still the same.”

A lengthy recruitment and audition process brought RM his six bandmates: fellow rappers Suga and J-Hope, and singers Jung Kook, V, Jimin, and Jin. Jung Kook, the youngest member, whose multiple talents include an extraordinarily soulful tenor, had offers to sign with multiple entertainment agencies, but chose Big Hit and BTS because of RM. “I just simply thought RM was really cool,” Jung Kook says. “I really didn’t know a lot about being a singer. But when I saw him rap, I just thought he was really, really awesome. And I believe maybe it was fate that drew me to him.”

Suga and J-Hope were the first two members to join after RM, at a point when Bang imagined a pure hip-hop group. (There were a bunch of other rapper trainees on board with them, all ultimately jettisoned in favor of the singers as BTS became more of a pop hybrid.) Suga, also a fan of Epik High, as well as American rappers like T.I., was already a skilled rapper when he joined, much to his parents’ displeasure. “They didn’t understand rap music,” says Suga. “It’s natural that they were against what I was doing. I think that helped me work harder because there was something that I had to prove.” On the intense 2016 solo track “The Last” (recorded under the alias Agust D), Suga revealed battles with OCD, social anxiety, and depression. “I’m comfortable now and feeling good,” he says. “But those sort of negative emotions come and go. For anybody, these emotions are not things that need to be hidden. They need to be discussed and expressed. Whatever emotions I may be feeling, I’m always ready to express them.”

With the group’s sunniest personality, J-Hope is beloved by his fellow members. (“I think J-Hope can run for president of the world,” says V; “There will be at least six votes from us,” RM adds.) J-Hope is a stunning dancer, and a surprisingly aggressive rapper, a skill he learned in his trainee days. “When I first started training, all the members were rappers,” he says. “So when you went into the house, beats were dropping. Everyone was just rapping in freestyle. It was kind of not easy to adapt at first.”
